Creating Warm, Dry and Healthy Rental Homes

The Healthy Homes Standards set minimum requirements for rental properties in New Zealand. They cover insulation, heating, ventilation, moisture ingress and drainage, and draught stopping. Key Compliance Dates

  • From 1 July 2021: New or renewed tenancy agreements must comply within 90 days.
  • By 1 July 2025: All private rentals must comply with the Healthy Homes Standards.

Insulation Requirements at a Glance

Rental homes must have effective ceiling and (where applicable) underfloor insulation. Insulation must be in reasonable condition, with no gaps, damage or excessive compression.

Minimum R-values (Ceiling)

Climate Zone Minimum Ceiling R-value Notes
Zones 1–2 R2.9 Top-ups or replacement may be required if existing insulation is below spec or degraded.
Zone 3 R3.3 Colder areas typically require higher ceiling R-values.

Underfloor Insulation

  • Suspended timber floors: All accessible floors must be insulated to current minimum standards.
  • Ground moisture barrier: Required where enclosed subfloors show evidence of rising damp.

The Five Healthy Homes Standards

  • Insulation: Compliant ceiling and underfloor insulation in good condition, meeting or exceeding minimum R-values.
  • Heating: A fixed, efficient heater capable of heating the main living area to 18°C.
  • Ventilation: Openable windows in habitable rooms and ducted kitchen/bathroom extract fans.
  • Moisture ingress & drainage: Effective drainage, guttering and downpipes; ground moisture barrier where required.
  • Draught stopping: Gaps and holes that cause noticeable draughts must be blocked or repaired.
